I think it's that you stop when they have their front or back turned towards you and that you go when you can only see their profile, but it's such an old concept that I don't think we even covered that in drivers ed. And this guy just didn't seem to know what he was doing either.

Well, yeah - that's how it works when the police direct traffic. It's still taught at driver's ed here and I came across it a few times. This dude here wasn't a policeman though and he was just holding the traffic while his colleagues were fiddling with the lights' control panel.
